Cannot delete local user account

I created a local user account and was able to delete the files and contents but when I go to "users" and try to delete the folder it says I don't have permission even though I am the administrator.I've tried following some suggestions I've read concerning getting the permissions through "properties" or "settings" but it will not allow that either.It will not give me the options that I read about on the solutions for obtaining ownership.

    Performing the following steps:

    1. Exit Windows Media Player.

       2. Click Start, click Run, type %LOCALAPPDATA%\Microsoft\Media Player, and then click OK.

       3. Select all the files in the folder, and then click Delete on the File menu.

           Note: You do not have to delete the folders that are in this folder.

       4. Restart Windows Media Player.

    Note: Windows Media Player automatically rebuilds the database.

    If this does not resolve the problem, clear the Windows Media Player database cache files. To do this, follow these steps:

       1. Exit Windows Media Player.

       2. Click Start, click Run, type %LOCALAPPDATA%\Microsoft, and then click OK.

       3. Select the Media Player folder, and then click Delete on the File menu.

       4. Restart Windows Media Player.

    Have you tried booting into Safe Mode and deleting the file?

    No.I should have been more specific on the folder's location.It is under "network" and "media devices".When I right click it does not give a delete option,only "open media player","create shortcut",or "properties".I've tried going to "This PC",then "OS (C:) folder,then to users,then to the specific file folder of

    the local account and get the "need permission" message."(You require permission from  Administrators to make changes to this folder)".When I click "try again" it doesn't work and goes back to same spot.I'm at wit's end.Thank you for your efforts and ideas.

    Hi,

    Right click on Start > Select Command Prompt (Admin)

    Type net user UserName /del

    Press Enter

    See if that works.
