Programs won't open windows 7

This problem happens 10-20min after I start the computer. After the problem when I trie to open any program it reloads and the program won't open. No error appears and programs that are open before the problem(example: google chrome) stop working. I think that this problem started when I changed Network ThrottlingIndex  (HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Multimedia\SystemProfile) value data to ffffffff. The only thing I can open are folders from the PC. This problem doesn't happen in Safe mode.

    To begin with, I'd suggest you to open Task manager, go to Performance and Process tabs and check the resource usage and the process(es) that is utilizing the most system resources. Click on Show process from all users (requires administrator privilege) to see all the processes running in the PC. Try killing that process (select the process and click on End Process) and then check.

    If the resource usage is well below the limits, open Event Viewer and check the application logs for any error.

    System Idle Process taking more than 85% of CPU usage means that the CPU is minimally loaded. Did you check the Performance tab? Under Performance tab, you can see memory (RAM) utilization. Kindly confirm the level of utilization of memory.

    I found "system idle process" taking 88-95 CPU usage. Can that be the problem?
