You need to verify with your administrator whether you have the licensing right to install Windows 10.
There is no direct upgrade path from Windows Vista to Windows 10 and it is clean install meaning your applications and settings won't be transfer to Windows 10 and you will have to reinstall them. Your files will be moved into a folder called Windows.old and you may retrieve from there.
It is also good idea to backup your data before installing Windows 10.

You need to migrate your computer to the Windows 10 Pro.
To take advantage of E3, you must have the following:
-Windows 10 Pro, version 1607 (Windows 10 Anniversary Update) or later, installed and activated, on the devices to be upgraded
-Azure Active Directory (Azure AD) available for identity management
To use Windows 10 Enterprise E3 license, we should install a Windows 10 Pro version and it will be upgraded to Windows 10 Enterprise and activated automatically when we login with the Azure AD account.

You will need a purchase a license for Windows 10 Pro.
Windows Vista does not have any free upgrade rights.
