USB Selective Suspend

When the following keys appear under HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Enum\USB

Name                                                       Type                                     Data

DeviceSelectiveSuspended                      REG_DWORD                       0x00000001 (1)

SelectiveSuspendEnabled                        REG_DWORD                       0x00000001 (1)

Is one key dependent upon the other?  Can they both have a data value of 1? I am having issues with USB devices not entering selective sleep.  None of the registry keys had the SelectiveSuspendEnabled key so I added it with a data value of 1.  Does the DeviceSelectiveSuspended need a data value of 0?  I have gone through power management and made sure that the USB selective suspend setting is enabled and it was.  This did not make a difference.  My USB devices did not enter selective suspend.  What keys need to be present for USB sleep to work?

As per the issue description, I understand that USB device does not enter into selective suspend. You have already tried a number of troubleshooting steps and made registry changes but that did not help.
