There is no way to restore from the Portal.

But you can raise a support ticket from Azure portal ASAP and support team can take a look and try to restore it.

@Deepak Y , As Vaibhav mentioned there is no direct way to restore deleted Resource Group (RG).

    • Since you have posted the question on Azure WebApps, if it's only about restoring deleted App Service (RG is required). You may Restore deleted App Service app Using PowerShell -Just sharing as additional info.
    • If ARM templates were used (and stored) for deployment, you can re-use them to quick deploy resources.

Recycle bin for accidentally deleted azure resources

    To avoid accidental RG deletion:

It is recommended to Lock the RGs to prevent unexpected changes. For future deployment I would recommended you to lock your RGs as described in this document -Lock resources to prevent unexpected changes

Note: Resource Group deletion is irreversible as noted in the Azure docs and the Azure Portal warnings.
As Vaibhav mentioned, you may raise a technical support ticket to check for a slight possibility of restoration on a best effort basis.
