SharePoint 2013 Workflows are not working in SharePoint 2019

SharePoint 2013 Workflows are not working in SharePoint 2019. . It always give message “Server-side activities have been updated. You need to restart SharePoint Designer to use the updated version of activities”.

Please follow these steps for basic troubleshooting:

1. Close SharePoint Designer 2013 and then clear cache from the locations below:
   a. %APPDATA%\Microsoft\Web Server Extensions\Cache
   b. %APPDATA%\Microsoft\SharePoint Designer\ProxyAssemblyCache
   c. %USERPROFILE%\AppData\Local\Microsoft\WebsiteCache
   d. %APPDATA%\Microsoft\SharePoint Designer
   2. Install the SharePoint Designer 2013 Service Pack 1 (SP1).

If the error remains, uninstall SharePoint Designer 2013, reboot your machine and then re-install the following components in order:

1. SharePoint Designer 2013 64-bit.
2. SharePoint Designer Service Pack 1.
3. Security Update for Microsoft SharePoint Designer 2013.
4. Update for Microsoft SharePoint Designer 2013.

I have the same issue before, it maybe a bug in SharePoint 2013 designer.
But I found a solution can work around the issue.
You should find the files (%USERPROFILE%\AppData\Local\Microsoft\WebsiteCache) in normal designer.
Then copy the files to your designer that have issue.
It can fix the issue.
