I've had this error occur to me for the Music, Movies and TV, Photos, and Candy Crush App.
I resolved it by ensuring the "Windows License Management Service", under services.msc is not disabled.

Hi,
I'm using Windows 10 and recently I can't start Groove Music, it appears for one seconds and then automatically shutdowns afterward. When I tried to open the .mp3 file using Groove, this message appears:
file system error (-2147416359), like this:
Please tell me how to fix this. Thank you.

To resolved it first go to services.msc then find "Windows License Management Service". Then you have to enable it. Problem solved.
Right click the start bar>Open Task Manager>Services tab>right click LicenseManager>restart or start.
You can't right click?
from the error it says you're playing a .FLAC file. Try an MP3 file. can you open other apps on the PC?
Yes I tried open an mp3 file and got the same message.
Well I might have disabled those apps somehow because the Mail, Calendar and Movie & TV are also not working.
Do you know how to turn it back on?
