Google Chrome Won't Load

Hey there. I have a issue where whenever I try to load up Google Chrome, it never appears even though I wait a good 2-3 minutes. I have tried opening Google Chrome from a shortcut on my desktop, from the task bar, and Start Menu. I checked Windows Task Manager and Google Chrome never showed up. I have never had this issue before, and on the same computer, Google Chrome loaded up just fine in a few seconds. I didn't do anything to the computer, but one day Google Chrome just decided to not load up. I have also tried going on internet explorer, but when I typed a website in and pressed enter, the browser was just a white screen. I shut down my computer and when it loaded up I repeatedly tapped F8 until a screen showed up, and I booted from "Safe Mode With Networking". I decided to load Google Chrome by booting it up from Safe Mode with Networking, and it loaded up perfectly fine with no issues! I could browse websites and I could even do a speed test on speedtest.net I don't know what the problem is. Can someone help me? Thank you in advanced.

    Google Chrome actually worked perfectly fine on safe mode with networking. I haven't checked for viruses in a while, so I'll scan it with AVG Anti-Virus

    Try running IE with no add ons

    In the search bar, type internet explorer and select the one with no addons - does that work?

    If IE works then it's a problem with Add ons.

    I can't connect to the Internet via web browser because Chrome doesn't even load up and Internet Explorer is always a white screen. I am sure I don't have malware, as I just recently ran Malwarebytes and there was nothing detected except for pup.conduit and Chrome still didn't load up. What do I do?
