Opening Windows Defender opens System32 folder

Split from this thread.

Would be great to share the answer.  I have uninstalled Cyber_defend and restarted the laptop.  It appears that Defender is not installed at all.  Please advise.

When I go to Security center it states Defender is not installed.  I click to install it and it goes to the System32 folder.
