.NET framework 4.6 setup failure???

I know nothing about this or even that i had such a program on my computer. I recently downloaded and attempted to run a mod for one of my computer games and it says i don't have and need .net framework 4.2.5 and apparently when i go to the microsoft website to download the update it says the most recent one is 4.6 but i guess its supposed to already be on my laptop thanks to a windows 8 update. My problem is that when i go to download either version i get all the way to the set up and download screen and my download commences, but NOTHING. The bars don't move and nothing changes. I have been letting this thing download for like 3 hours and the bars still haven't improved one bit. They aren't frozen because the little rotating circle is still going and i have very good internet so that's not the issue either. Please help me with any info you have as to what i can do; i cannot run my program unless i have this installed.

As per description, You are unable to download .NET framework 4.6 .

I would appreciate, if you can provide us the following information to help us understand the issue better?

  1. Are you getting any error message/ error code while installing .Net Framework ?
  2. Are you able to download other on your system?

I would suggest you to follow the steps given below and check.

Step 1: Perform Clean Boot.

Placing your system in Clean Boot state helps in identifying if any third party applications or startup items are causing the issue. Check this issue in clean boot state.

Note: After clean boot troubleshooting step, follow the section "How to reset the computer to start as usual after troubleshooting with clean boot" in the provided link to return your computer to Normal startup mode.

Step 2: Disable security software temporarily

Disable security software temporarily and check if the issue persists.
