Hi Ralph,
Thank you for visiting Microsoft Community.
As per the issue description, I understand that you're experiencing a number of issues on your computer like boot/shutdown failure, update failure and multiple BSODs.
Which security software installed is currently on your computer?
All these issues could be interrelated, resolving one issue may help us in solving the other as well.
These issues may appear due to a number of reasons, some of them like a third party security software creating conflict with Windows or when the components responsible for the installation of Window Update are corrupt.
Let's try these methods below to troubleshoot these issue one by one.
Method 1: Run the Windows Update troubleshooter.
Follow these steps to run Windows Update troubleshooter.
- Press Windows key + W and type troubleshooting.
- Select Troubleshooting.
- Select View all on the top left corner.
- Run Windows update troubleshooter.
Move to next method if issues persists.
Method 2: Temporarily disable third party security software.
If you have installed any third party security software like antivirus program/firewall, they can interfere with the download. I would suggest you to temporarily disable and check if you are able to download and install the update.
Important Note: Antivirus software can help protect your computer against viruses and other security threats. In most cases, you shouldn't disable your antivirus software. If you have to temporarily disable it to install other software, you should re-enable it as soon as you're done. If you're connected to the Internet or a network while your antivirus software is disabled, your computer is vulnerable to attacks.
Move to next method if issues persists.
Method 3**:**
Resetting Windows Update Components includes resetting the services required for Windows Updates and Winsock, resetting the proxy connection, if any, clearing the BITS queue and installing that latest Windows Update Agent.
Run the automated troubleshooter in the link below to reset Windows update components to default, if the troubleshooter fails to solve the problem please follow the manual steps in the article below to reset Windows update components manually.

The only improvement seems to be a quicker restart and faster shutdown. I have seen one BSOD listing an error msg about a CACHE failure. It didn't stay up long and I didn't get a screen capture of it.
I still can not get it to update KB3000850.
