Java fails to install, giving 1603 error: "Java update did not complete."
Have tried both offline and online installers with same results. Java Uninstall tool does not work as it requires java to function.
Have tried the steps mentioned in this thread to no avail.

I tried the clean boot as per the instructions you linked to with the same results.
But, oddly enough, after doing this clean boot, and returning my settings to normal, my wifi adapter driver failed to load on boot, meaning I had no internet.
It is still not functioning at all, (even after reinstalling driver) and the windows troubleshooter just says that the driver has failed to load every time.
Luckily, I have a different card that I installed and now I'm back online.
Suffice to say, this method did not work for helping me install java. I still get the 1603, regardless of what services are going and what is on my startup.
Also, the link you posted said if that does not work to try creating another user account. I am currently on my new user account (which I have given full admin rights) and am still getting this 1603 error.
