ERR_SSL_VERSION_OR_CIPHER_MISMATCH, how to disable SSL scan?

Split from this thread.

I hade the same issue, mine was with the Internet Security software, try to disable SSL scan.

Same issue with Win 8.1 and IE or Chrome. What "Internet Security" software are you referring to, and how do you disable SSL scan? I use Win Defender for AV. Thanks.

    I suggest you to reset Internet Explorer settings and check. Refer to the link which says how to reset Internet Explorer settings.

    1. When do you get this error?
    2. Did you make any changes to the Internet Explorer setting prior to this issue?

    Follow the steps given below disable SSL scan for Internet Explorer.

    a) Press Windows Key + R Key, type inetcpl.cpl and hit enter.

    b) This will open Internet Options window, click on Advanced option Tab.

    c) Scroll to Security options and then uncheck the box against SSL 3.0 and SSL 2.0.

    d) Apply and save the changes.

    Refer the picture given below.

    Thanks for the reply.

    1. I get the error in IE 11 and Google Chrome. Affected sites are some of Google (maps, youtube, & calendar) and Bing.com. Haven't really tried many other SSL/TLS sites. Some work fine though.
    2. Everything was working properly until I "refreshed" my operating system.

    An additional note is that a second user, on this same computer, has no problems with secured sites.

    I followed your steps for IE, and the problem persists.
