netsh issues & wireless printer

I'm trying to help someone who started having issues getting their computer to communicate with their wireless network printer.    They are running Windows 7.  At the same time, I noticed that their Windows Updates were failing.  I found that this might be caused by a BITS failure and after some digging, I found a suggestion to execute the lines below in the Command Prompt:

netsh winsock reset

netsh int ipv4 reset

netsh int ipv6 reset

After doing the restart required, everything worked (printer, Windows Update).  BUT after I restarted again later in the day it stopped working and I had to enter the code again above to fix it.  Any ideas why I would have to keep re-entering?  Is there another command I should be trying?

The computer has full internet access currently; earlier in the week it was unable to access the internet unless I went into Safe Mode with Networking.  After reinstalling Norton and doing some general clean-up, the internet started working but these printer issues remained.  I have seen a suggestion to try "netsh int ip reset resetlog.txt" but it sounds like this command is only needed when having internet issues?

    If you have installed any third party security application, I would suggest you to disable it temporarily and check if it helps.

    Important Note: Antivirus software can help protect your computer against viruses and other security threats. In most cases, you shouldn't disable your antivirus software. If you have to temporarily disable it to install other software, you should re-enable it as soon as you're done. If you're connected to the Internet or a network while your antivirus software is disabled, your computer is vulnerable to attacks.

    You may also try disabling Window firewall temporarily.

    Turn off Windows Firewall Disclaimer:

    I did not make any changes before this occurred.  The issue happened with both an HP Photosmart Premium C309g and a Canon Pixma MX492.  These printers were on different wireless networks but I had the same issue with both.  I have re-installed the printer driver software for both and I have tried different security software programs (to make sure there wasn't a port blocking or other issue).
