.Net Framework 4 Setup keep getting “Using Simultaneous Download and Install mechanism” error message.

When I try to open Quicken I get the error message "To run this application, you first must install one of the following versions of .NET framework v4.0".

When I try to run .Net Framework 4 Setup I keep getting “Using Simultaneous Download and Install mechanism” error message.  I have followed all the steps in http://support.microsoft.com/kb/976982.  Shown below is the last installation log.

I also followed the steps in http://support.microsoft.com/kb/971187.

How can I solve my problem so .Net Framework 4 is properly installed?

    Some one please help me.

    One day later I have performed an Inplace Upgrade to Windows 7.  That did not change the error message. 

    I then reinstalled windows using a mirror image backup I created at the end of last month.  And I got the same result.

    I have run out of ideas on what to do.
