Try turning off your antivius program until the next reboot. Worked for me. SOLVED
Problem Installing Hyper-V on Windows 10
Hello,
I just tried turning on Hyper-V for the first time in Windows (I'm currently using Windows 10 Pro Build 10240), and it fails to complete. Upon failing, I am provided with a page saying: " Windows couldn't complete the requested changes: The function attempted to use a name that is reserved for use by another transaction. Error Code: 0x80071A90. (Look at it below) and it has a link that says Tell me how to solve this problem. The link redirects to a page with stuff about .net Framework 3.5 installation error (remember this is Hyper-V). Thank you for viewing and please help me out.

I ran into this problem as well. Per your suggestion, I disabled my anti-virus software (Avast) until next reboot, tried the install again, and it worked like a charm. Many thanks!
That's twice in two days where I've run into a problem that was fixed by disabling the anti-virus software. I encountered the previous problem when upgrading from Windows 8.1 to Windows 8.1 Pro.
Surprisingly, my antivirus is Avast! too. Disabled it, and it worked like a charm.
