My computer choose option problem

When I turn on my computer it takes my to a blue screen and it says choose an option the options are It says choose an option on the top and the options are continue (exit and continue to windows 8.1) use a device (use a USB drive,network connection or windows recovery dvd) trouble shoot (refresh or reset your PC or use advanced tools) turn off your PC . But when I choose one and it restarts my computer and takes me back to the place where I have to choose an option but none of them take me anywhere and I can't use my computer.

    Thank you for posting your query in Microsoft Community.

    I understand that your system is stuck in a loop and unable to boot past the blue screen. In this case, I would suggest you to boot from the installation media and run a Startup repair. Follow the instructions in the following article and create an installation medium:

    ***Create installation media for******Windows 8.1***

    After creating the media, boot the computer from the medium and then try the following method to perform a Startup Repair in Windows 8.1. 

    1. Contact the computer manufacturer to know on how to change the boot order of the computer. You will have to change the boot device to CD/DVD drive and then boot from the Windows 8.1 installation disk.
    2. In the “Windows Setup” dialog box that appears, set the Time and currency format, Keyboard or input method and the language to install and then click “Next”.
    3. Click on “Repair your computer” from the lower left corner.
    4. From the “Choose an option screen”, click on “Troubleshoot”.
    5. Click “Advanced Options” in the “Troubleshoot” screen.
    6. In the “Advanced Options” screen, click “Startup Repair”.
    7. Follow the on-screen instructions to complete the Startup Repair.

    Check if you are able to successfully boot the system.
