cannot move window

When I click on the top bar to try to move a window the click acts like I clicked the maximize/minimized button. When I left click the top bar and select MOVE then right click on top bar it again acts like I  clicked the maximize/minimize botton.

    I am assuming this is Windows 7.....

    If you see a single square in the 2nd position top right of the window, that means the state of the window is Windowed

    if you see a pair of squares in the 2nd position top right, that means the state of the windows if full screen.

    If yours shows the single square in that position, then my suggestion will apply.

    That behavior usually means that someone has expanded the Windowed window to the margins of the physical screen.  Grab a corner and make it smaller.  It can be tricky because you have to get the mouse pointer in exactly the right position when it turns to a double headed arrow, and while holding it there, move the mouse away from the corner

    Please re read the second line .  I clearly state that I am trying to move a MINIMIZED window.

    The problem is that when I click on the top border bar to move the window the whole top bar ACTS LIKE I clicked the minimize/maximize button. In the past I could click the top border bar and then move the minimized window where ever I wanted.

    I did not understand your first question, and I am not certain I do your 2nd one. 

    I know of no way to MOVE a maximized window on the screen

    You can not move a minimized window of any type.  You can move a window once it is no longer minimized as long as it is not a Full Screen windows.

    I know where and what the minimize/ maximize button is. I an NOT clicking that button.

    I am trying to move a minimized window to a different location. I should be able to click on the top border and move the minimized window to a different position. But instead of moving the window the whole top bar ACTS as if I was clicking the Minimize/Maximize button.
