PC loading only https addresses; won't load http addresses

Why does my Asus laptop only load https addresses but refuses to load http addresses?  It says it can't find my proxy with http but has no difficulty loading https sites.  This makes no sense to me.

    I understand your Asus computer only loads https websites and will not load http websites. We will make sure the problem is fixed before that let’s start with few questions to get a clear picture of the issue.

    1. What is the complete error message that he receives when he tries to access the website?

    2. Are you using the Desktop Internet Explorer or the Modern UI Internet Explorer?

    You can follow the below troubleshooting to fix the problem

    You can reset Internet Explorer settings to return them to the state they were in when Internet Explorer was first installed on your PC. This can be useful for troubleshooting problems that might be caused by settings changed after installation.
