"There is a problem accessing \\localhost\C$"

Hello,

I somehow wiped out user data from Chrome and I've been trying to find a way to get it back (bookmarks, history, stored email info, etc). After some researching, I discovered that Windows stores restore points for Chrome in $USER$\AppData\Local\Google
and I can access them through Properties->Previous Versions. I successfully recovered my bookmarks file, but I haven't had any luck restoring the entire folder. It always gives me a "Network Error" window stating "There is a problem accessing \localhost\C$", "Make sure you are connected to the network and try again." I don't have any network drives, local disk C is where most everything is. I've tried checking permissions and ownership of both the folder and the restore file but everything looks in order. I am Admin and the only user on the computer.

Can someone help me with this error? I haven't found any help elsewhere.

    I would suggest you to perform System File Check to fix the corrupted system files and then check if this fixes the issue.

    The problem I'm having is with the "restore" feature of Windows, which is not working properly. It is not specific to Chrome - this could be happening with any folder. It just happens to be the Chrome folder that I want to restore.

    I have already exhausted all help from Chrome and now know that all my data is gone from their servers. The only trace of my bookmarks, saved passwords, etc. is a 2-day-old backup in Windows Restore. That's why I'm here asking for help.

    I'm about to quit trying to restore Chrome, but I would still like to know why I'm getting this error in case it happens when I try to restore something more important.

    A "Network Error" window appears stating "There is a problem accessing \localhost\C$" when restoring a folder using "previous versions" method.
