Title bar missing on start screen apps

Original Title: top bar on apps, disappears and can't get it back

when in a app the top bar(  minimize & close on it) is there when I open the app then disappears but when

I go to the top with the curser it does not reappear & I have to use the key bored to close the app

had a look in pc settings & every thing is switched on, I am using a h.p. laptop.

    The title bar on all apps is by design and cannot be removed.
