I go to the update and recovery panel to refresh my PC, but below the two options it states:

"You can’t use this feature because User Account Control is set to always notify you about system changes."

I cannot find how to turn this off so I can do a full refresh.  Any suggestions?

Hi Rick,

Thank you for visiting Microsoft Community.

I understand that you are unable to Refresh the computer, you are getting a prompt stating that “You can’t use this feature because User Account Control is set to always notify you about system changes”.

This is a settings that is an inbuilt feature where in you can change it and customize it.

Please refer to the article below, which will explain about the various options that you have:

http://windows.microsoft.com/en-us/windows/what-are-user-account-control-settings#1TC=windows-8

Please follow the below suggestion to turn off User Account Control:

  1. Right click the Windows flag and select Control panel.
  2. Select User Accounts and Family Safety User Accounts.
  3. Choose “Change User Account Control Settings” and then slide the bar on

the left to the lowest position. While this method completely disabled UAC in Windows.

  1. Restart the computer and check if it helps.

Additional Information:

For more information about Refresh, refer the article below.

http://windows.microsoft.com/en-IN/windows-8/restore-refresh-reset-pc

Note : Reset will remove all the applications installed on the computer.

Hope this helps and please reply if you still need help.
