Error 126: Specified Module Could Not Be Found

Okay before I explain the issue, YES I have gone through 3879462735 different articles and fixes for this issue; all to no avail. So I'll start from the beginning. For information purposes, I'm running Windows 7 Ultimate 32 bit.

I tried to install a program and run it, I got the error 0xc0150004 saying it was unable to start. Went through processes to fix that and came across the fact that my System Restore points were all deleted and Windows Update gives me the error 80080005.

I tried to do the Command sfc /scannow and it says Windows Resource Protection could not start the repair service.

I opened Services and tried to start the Windows Module Installer and it leads me to the error 126.

I followed the directions to edit the Registry files and it still didn't fix it - I'm pretty sure I did it right, but if someone wants to show me screenshots on how to correctly do it, I wouldn't oblige.

I was messing with Services a couple months ago which is probably what caused this issue, but I put just about everything back to either Manual or Automatic.

At this point I feel like I should just reinstall Windows, but not only is that last resort, but I don't know if that would even fix it. Any other solutions?
