Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

I read some of the fixes but would like to understand more before I take a chance with the registry!  Auggy answered one question about this problem like this:

Can you check the following registry key?:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class{4D36E965-E325-11CE-BFC1-08002BE10318}

At that registry key, in the right window, is there, under "Name", either an UpperFilters or LowerFilters value?

If so, for each of the UpperFilters and/or LowerFilters value, what is listed under "Data"?

I was not ever able to find out what his next response was after what is listed under Data?  The person posing the question went straight away to delete the upper filter registry key but I could not find out what Auggy said to initiate this response?  Can he please give me a complete answer as I sure was not able to find anything after his above statement except for the deleting of the registry key  by the person who asked the question . In any case where would I go to find the remainder of his response?

Incidentally I did try uninstalling then reinstalling using he Action key but did not work and for your information I am running Windows 7 home edition X64 a dell computer.  I will try to give you a snap shot from Piriform Speccy showing everything about my CD/ROM drive if that will be helpful?

  1. What is the make and model of your computer?
  2. Have you made any hardware or software changes to your computer recently?

I would suggest you to follow the methods given below.

Method 1:

CD/DVD drive not recognized by Windows or other programs, please follow the steps in the link provided below.

If the issue still persists please follow method 2.

Method 2:

Fix problems with CD or DVD drives that can’t read or write media

Note: What it fixes...
