Debug Diagnostic Tool v1.2 Problem

I tried to remove this from Control Center. It said something was missing. I downloaded the .msi file and tried to reload. Received a message there was a problem with the Windows Installer Package. Where can I find details on this issue? How can I get it removed so I can try the 2.0 version?

I run Windows 7 Professional 64bit and I am running the x64 version.

There was NO error code and no indication what was wrong.  I went to the EVENT logs and couldn't locate anything.  It was rather a light investigation.

I downloaded V2.0 but because of the V1.2 problem it would not install.
