Option 1 should have worked. Are you absolutely positive there was no other window open or minimized to the Taskbar?
Option 2. Right click on the icon and select Properties and then the Shortcut Tab. In the Run field, select Maximized.

I've been having a problem when I try to open any sites using my desktop icons. They all open in minimum screen and I have to maximize them. I've done no repairs to the pc. I did get in touch with Verizon because my connection speed seemed slow and I told them that their page would only open minimized. They got rid of the desktop icon and showed me how to open mail through a tool bar up top. I eventually added the shortcut back and now their home page opens full size.
I have a Dell 755 desktop w/intel core 2 duo running W7

You're very welcome. If it was an IE icon that was put on the desktop by the system, it should have worked. If it was created by a Right Click | Send To | Desktop, sometimes they don't.
Glad you got it resolved.
Bruce, you are the man !
I was right clicking the icon for the shortcut, not the browser. Once I clicked on I.E. in the start menu and hit properties I could see where I was supposed to be. All the windows are opening maxed now from the desktop icon. Thanks a bunch!
Thanks for replying, Bruce. I tried option #1 and it worked once on my Verizon acct., then went back to minimum. The others didn't react at all.
I don't see a "run" option under "properties" for each icon.
Two options.
1: Grab the corners of the window and drag it to full screen size. Do not use Maximize. Close all other windows first via the Taskbar and this one last. Windows will remember the size used of the last window closed the next time you open the program.
2: Whichever shortcut you are using to launch the window, right click it and select properties. Under the 'Run' drop-down, choose "Maximized".
