Windows 8.1 Language Problem

Windows 8.1 Enterprise 64bit. Windows update up to date.

HP Probook 450 G0 Laptop. All drivers up to date.

The original language of the OS is Korean.

I installed English (New Zealand) language pack and set it as display language.

The only languages installed are English (NZ) and Korean. 

English (NZ) has US keyboard input. Korean has Korean IME input.

I need to type Korean as well as English so in order to do that, I set the default input method to Korean IME.

The Korean IME itself has English and Korean input put into one. English/Korean input is changed by right-alt key.

The problems come here.

  1. When I leave the type box, the input language automatically changes to English. 

No matter how many times I change it to Korean, when I leave the type box, it changes back to English. 

At first, I was like 'meh' but now it's really frustrating and would like to know if there's any fix to this so it does not change unless I press the change button. 

  1. In the input options accessed from the bottom right icon, there are 3 input options, not 2.

As mentioned at the top, the only language installed is English (NZ) and Korean.

However, the input list shows:

  • English (NZ), US keyboard
  • Korean IME keyboard
  • English (US), US keyboard

Why is there 'English (US)' if it's not even installed? And how do I get rid of it?

  1. In the 'Advanced Settings', 'Override for Windows display language' has Korean and English (UK). Not US, not NZ, but UK. So what the hell?

'Override for default input method' only has English (NZ) - US keyboard and Korean IME so it's fine. 

Check boxes for 'Switching input methods' are all off. 

But what is wrong with 'Override for Windows display language'?

I know some of these issues may have been discussed about already but they didn't really help solve my issue.

    From the description I see that you are experiencing the issue with language pack on windows 8.1.

    This issue can be caused due to language pack advanced settings or due to third-party application conflict. Let’s try to identify the actual cause and troubleshoot accordingly.

    I would suggest you to try the following methods:

    Method 1:

    Follow these steps and check to language pack advanced settings:

    1. Press Windows key + X key and choose Control Panel.
    2. Under Clock, Language and Region Click the Change date, time, or number formats.
    3. On the Formats tab of the Region window, select the country whose formats you want on your computer. Click the Additional setting button on the lower left corner of the Region window.
    4. You can select number, currency, time, date, tabs to choose options.
    5. Going back to the Region window, select the Location tab, Select Location from the drop down. Click Apply. Click OK.
    6. On the Region window, select the Administrative tab. click the Copy Settings button. If you are satisfied with the settings for Current User, select the check box next to Welcome screen and system accounts, which will apply your language choices to more areas of the interface.

    If the issue still persists, then try method 2.

    Method 2:

    There could be possibility of some background programs conflicting with the smooth running of the computer. To help troubleshoot error messages and other issues, you can start computer by using a minimal set of drivers and startup programs. This kind of startup is known as a "clean boot." A clean boot helps eliminate software conflicts.

    **How to perform a clean boot in Windows**

    Note: After troubleshooting, refer to this section ‘How to reset the computer to start normally after clean boot troubleshooting’.

    Hello Swang,

    Thank you for the information and apology for the delayed response.

    I really appreciate your efforts towards resolving the issue.

    I would suggest you to check if you face the same issue in different user account.

    If you create new user account nothing will be lost, it is only the thing that it would be in the other user account which you are using right now. However creating new user account is a diagnostic step, if everything works fine in new user account we can easily move the files and programs to new user account.

    So, for now please try to create new Microsoft user account as an administrator from the link provided below. Make sure you should follow the steps mentioned under **Create a Microsoft account** and get back to us with the status, we will be happy to assist you.

    Thank you for your response and effort.

    However, it seems you have not fully understood me.

    But I did follow Method 1 anyway. Control panel region/location and time are set to New Zealand.

    So I'll try explaining again. 

    I'll skip problem 1 because non-Korean speaker/writer will never understand the concept of what I have written.

    Problem Number 2.

    As you can see, the only languages installed are English (NZ) and Korean.

    Let's go into "Options" for English (NZ).

    And as you can see, there is only one input method set up.

    However, if we look at the keyboard input list:

    There is an additional language at the bottom that is not installed in the system.

    Question: Why is 'English (United States)' in the list? And how do I get rid of it?

    Problem Number 3.

    In the 'Advanced Settings', let's have a look at the option 'Override for Windows display language'.

    So the list has 'Korean' and 'English (United Kingdom)'.

    We are aware that the only language installed are 'Korean' and 'English (NZ)', yes?

    Question: Why is there 'English (UK)' in the list and not 'English (NZ)'?

    However, if we look at the option 'Override for default input method',

    everything looks normal.
