This issue might occur permissions are not set properly for the USB Drive.
Make sure that you are logged in as Administrator.

- Are you getting this error only when you try to copy in USB drive?
I would suggest you to follow the below Methods to see if it resolves the issue:
Method 1:
a) Right click on USB drive from explorer and select properties
b) Click on the Sharing tab
c) Click on Advanced sharing tab
d) Click on ‘Share this Folder’ and click on permissions
e) In the new window, select ‘Everyone’.
f) If there is no user group as Everyone, click ‘Add’ at the bottom, type “Everyone” and select check names and click OK
g) Select ‘Full control’ under permissions for ‘Everyone’ and click OK.
Method 2:
Try disabling the User account control (UAC) settings to see if it resolves the issue. Refer the below steps:
a) Press Windows key + X, select Run
b) Type “msconfig” and press enter
c) Select the tools tab
d) Select “change UAC settings” and click launch
e) Select the UAC control to “never notify me”
Now, check if you are able to create windows installer on your USB.
