Running 8.1 on a Toshiba WT8 32G SSD

I suddenly noticed that the free space has plummeted from its normal 11Gb to around 3.

The folder in the subject is currently running at 8Gb - is this the culprit and if so can I do anything about it?

    The culprit would seem be this?

    C:\Users\Gordon\AppData\Local\Packages\Microsoft.BingNews_8wekyb3d8bbwe\LocalState\Cache\images\

    Can I just empty this folder?

    Is there any temp sub-folder? (mine shows 90mb, packages)
