I'll echo PA Bear's question - why are you trying to disable Defender? Do you have other security software installed?

RickCP posted this reply in another thread regarding this error:

The Class in not configured to support elevated activation. Error Code: 0x80080017"

This error might suggest that you are either running Windows without being logged in with administrative rights, meaning that you cannot make changes to WD, or you have conflicting security software installed.

Please first try AppRemover to uninstall (or remove posible remnants thereof) every other security software that has ever been installed.

Then, try to re-enable Windows Defender by typing in the command line: sc start WinDefend Enable in a command prompt as administrator (elevated privileges). Type the command at the prompt in the open Command window.
