Regedit close up, runtime error and net frameworks.

Hello guys, im having this trouble, everytime i try to open the registry folder with "regedit" command,, it close up automaticallly after 1 second, also i cannot add new keys to it or when i try to execute some "exes" files to install something, an error shows up with it:

Common Language Runtime Debugging Services. The script is as follows...

"Application has generated an exception that could not be handled Process id = Ox1764(5988), Thread id = Ox558(1368)"

Then there is a box with "Click OK to terminate the application or Click Cancel to debug the application" 

And also i cannot execute some external programs, like "ccleaner" o "malwarebytes", i click on them and just nothing happen... but this doesn't happen with them all, i can run for example "skype" without any trouble so i dont have an idea. This is happening suddenly since like one week ago, i been using my lap for one year and this never happened.

I have tried alot of things like trying to repair net.framework, runtime, cleaning my laptop but nothing helps.

When i run my laptop on safe mode, everything works, i can execute everything without troubles and install things, so i dont know what going on, it would be really useful some help guys.

Im running Windows 8.1 on a dell laptop inspiron 14z

If the issue does not appear in safe mode, there could be possibility of some background programs conflicting with the smooth running of the computer. To help troubleshoot error messages and other issues, you can start the laptop by using a minimal set of drivers and startup programs. This kind of startup is known as a "clean boot". A clean boot helps eliminate software conflicts. Check if it helps.

I would also suggest you to run a full computer scan with the Microsoft Safety Scanner to make sure that the computer is virus free.

Important this section, if you modify the registry incorrectly, then serious problems might occur in Windows. Therefore, make sure you back up the registry before you modify it.     Hello Amit.

    I really appreciate your help and i want to thank you so much for it. I followed your steps with the **full computer scan with the Microsoft Safet Scanner.**I runned it on safe mode and aparently a "worm" and another stuff was invading my pc, so this tool detected it and cleaned everything. Now im running my laptop normally and i can run any program without trouble and the registry doens't close up anymore.
