Windows XP error

I am having a problem with my computer that I think is DirectX related, but could be something completely different. When the error happens, several things happen. First of all, my screensaver won't turn on and gives the message "Aquarium can't start because DirectX 9.0 or higher is not installed. This can be downloaded from Microsoft.com" or something to that effect. Furthermore, when I open a folder, the sidebar with the folder tools has a black background instead of blue. Also the game Minecraft crashes and says "Pixel  format not accelerated", even though I already fixed that problem. The weird thing is that I have DirectX 9.0c installed, but the computer doesn't recognize that it is there, or something. The last effect is that when I go to "run" and go to the DirectX Diagnostic tool, and test Direct Draw and Direct3D, the tests fail when it tries to go to full screen.

I thought it might be my video driver, but it can't find a better match. I tried reinstalling it, but that didn't help. Even weirder, the error isn't constant. sometimes it happens, sometimes it doesn't. If anyone can help, I will be VERY grateful.

    I tried what you said, but that didn't help. I tried updating my video driver because I evidently didn't install the right one, but that still didn't fix it. Any other suggestions?

    Okay, I installed the new DirectX but I didn't need any driver information. I'll restart my computer to see if it worked. Thanks so much.

    Download Direct X 2010 redistributble,download it,create a new folder,open the file,it'll ask where

    to open to,direct it to new folder,once thru,open folder,scroll down to the .exe file,R.click,open.

    It'll run auto..Also,get youre video card software/drivers from its mfg web,also,update the MB chip set

    software,it controls video/audio/networking/USB/etc
