Bitlocker cannot be enable

Hi, I have a Surface Pro 3 with Win8.1 and company domain.

TPM already be enabled in UEFI firmware.

When I tried to enable Bitlocker I got a message that "Group Policy settings require that a recovery password be specified before encrypting the drive."

how can I fix it?
