Bring close or minimize buttons using touchscreen

I have windows 8.1, surface pro, touch screen. Just wondering if anyone can tell me how to bring up the close/minimize at the top right of the screen using the touch screen i.e. without the mouse??

Using the mouse I just move the pointer to the top right and it appears so I can minimise or close the form using the mouse, but how do I get these to appear without the mouse?

Unfortunately, close or minimize button can only appear when using mouse or touchpad.
