This is something that is supposed to load up when you boot up your computer, but apparently is missing a component, hence the error message.
My first inclination is to agree with Palcouk's suggestion to run some Malware scanners, and Malwarebytes is an excellent recommendation.
If the system is found to be Malware free, after running all the recommender scanners, then I would suggest that you follow the steps in the link below, about how to troubleshoot error by placing your system in a "clean boot" state.
