properly authorized and formed APIs to https://manage.devcenter.microsoft.com constantly return "503 Service Unavailable"

Question

Does anyone know if https://manage.devcenter.microsoft.com is down?

We've been getting an HTTP "503 Service unavailable" response for about a week now to properly formed and authorized product submission APIs described here:

https://learn.microsoft.com/en-us/windows-hardware/drivers/dashboard/get-product-data#product-resource

Any info would be greatly appreciated as it is currently blocking us from releasing driver updates for our users.
