Windows 7 installation restart loop

I try to make a clean install. Pc specs are:

P4 2.8 ghz, 256 mb gpu, 2 gb ddr, 160 gb hdd - 3 drives there and c drive is around 40 gb

Before installation i ran compatibility tool and it was ok. Iran also memory diag tool and also no problem. When i gointo safe mode, it says you should first go to normal mode to fiish installation.

Windows logo appears, starting wimdows appears and it restarts. Maybe because of gpu but i dont have onboard.

What can i do?
