Windows Update Error Code 80070003
Hello. I have been having troubles installing updates:
KB3046017
KB3000850
KB3038936
For a few weeks now I have continued to fail updating these. The one is from way back in April 2015.
I have tried every single suggestion on this page as well as others and I still fail every time.
I have:
Tried installing each manually.
Repaired Windows Image with /ScanHealth, /CheckHealth and /RestoreHealth using DISM.exe.
Cleared/Deleted/Renamed the Download and DataStore folders in SoftwareDistribution.
Cleared my store cache.
Turned off the update services and turned back on.
Turned off all anti-virus.
On a side note, I am still waiting for my Windows 10 update and I am assuming I am not getting it because I fail to get these updates.
Any help that was not listed above would be grateful.

But alas all three downloads failed to update on Internet Explorer.

Try installing the files manually using Internet Explorer only. Here are the links to the manual downloads:

KB3038936 - https://www.microsoft.com/en-us/download/details.aspx?id=44977
When you click the red Download button in the first two links you'll be presented with a number of files to be downloaded. Click the link at the top to: File Name which checkmarks all of them and then click Next. Click Run when the prompt appears to install them immediately.
The last link is an update to Windows Defender and shouldn't present any problems.
