Cannot enable Internet Information Services

I am an administrator on the local machine.

Using 'Turn Windows features on or off':

  1. Check 'Internet Information Services'
  2. Click Ok
  3. Result: 'Windows couldn't complete the requested changes. Windows requires a reboot to return the system to its original state.

DISM /Online /Cleanup-Image /RestoreHealth completes successfully.

sfc /scannow completes successfully. It states that it corrected some corruption.

During shutdown and restart, a rollback is obviously taking place. I see messages indicating the progress of updates. A message flashes (very) briefly which begins, "We couldn't complete..."

Can someone please point me to a solution?

P.S. I found nothing in the topics list which seemed appropriate, so I chose 'Other'.

    Is this some kind of joke?

    If you wish to suggest that there is a better forum for my question, why do you not simply state that, and provide a link? Better yet, why don't you simply move the post to the other forum?

    It's hard to get good help these days...

    Thank you. I have a little more information.

    In the dialog which states, "Windows couldn't complete the requested changes. Windows requires a reboot to return the system to its original state.", there are two buttons - "Restart Now" and "Don't Restart".

    If I select "Don't Restart" then the machine is left in a state with a pending rollback of whatever changes were made. While in this state, W3SVC is running and I can launch inetmgr. Once I shut down/restart, of course, the rollback removes the service.
