"Bcdedit /set {default} displayboot menu" doesn't work - windows server 2012 R2

Dears Microsoft Support,

I have windows server 2012 R2 running over Dell "PowerEdge R210 II" server, today found that the server suddenly unable to lunch windows, and when I tried to lunch the server it asks me to insert the windows media CD and after that it stops popping to insert the media CD and now it show me an error "can not find script file c:\remindpopup2.vbs".

I've tried to access windows safe mode and since it's windows 2012 and after some Googling I understood that I need to enable the boot menu from command line since I can't access the windows.

So, I insert the windows CD and using the option "repair my PC" I've managed to gain access to command line and I tried to use the command below to enable the boot menu

bcdedit /set {bootmgr} displaybootmenu yes

but the operation didn't success with the below error

the boot configuration data store could not be opened.

the volume for the file has been externally altered so that the opened file is no longer valid.

Kindly your advise on how to fix this issue, and please do let me know if any more details needed.
