Can access shared folder using Server Name but Can't using IP

Hi, i need help with a very strange problem.

I have a Server 2003 Domain Controller PC and all Domain user's can access any shared folder from the server using IP or FQDN.

So i have joined a new Server 2012 R2 to the domain as a normal workstation and not as a new Domain Controller on the network, and the problem is that a can't access a shared folder on the new Server using the IP but can access using the Computer Name.

My Admin user can access the folder using the IP or Comp. Name on any WorkStation but my AD User's Can't using IP.

I can Ping Using IP or Computer Name from any AD user.

When i try to access using IP it gives me the following error:

\192.168.0.2 is not accessible. You might not have permission to use this network resourse. Contact the administrator of this server to fing out if you have access permissions.

There are Currently no logon servers available to service the logon request.
