Does windows speech work to send text into programs? What was that?

I need to make a speech to text feature work to recognize speech and have text be entered into a text box on a web page.

i tried the Windows speech program, what ever i say?  the response is always "what was that?"

it got kind of insulting, like after many times, saying "what was that?" is like saying Im not listening and dont care.

its not a person, so dont try to pretend it is.  it should say "voice not understood" or something like that, then after a few times, show a link on how to set it up.

there are no options found, windows speech is on, or its off.    if i speak? it just says what was that?   disappointing for being a windows product, but can windows or can any product on the earth today have some mode where it hears just letters and numbers and outputs the text into where ever the active window/textbox is?  i dont care if i have to spell out the website one letter at a time in the voice to text;

    the microphone works fine, i can see the audio response when i talk or tap the mic, from the audio settings.  Microsoft speech hears it, but will always just reply 'whats that?' 

    i am not on any website, its just running microsoft speech, which does not work.

    My question is: can the output of microsoft speech be sent into the browser's address bar?  can i speak a web address?

    I mean, i had this kind of thing working in the mid 1990s.  20 years later it seems speech technology has not improved much??

    if the microsoft speech output can be sent to the browser to make the URL? great, i will work to fix this.  if not?   well it must work to type in the URL otherwise i will find another solution.  Can it make the URL?

    1) Is the issue persists with a particular website/Webpage?

    2) Is your microphone plugged in?

    3) Is the microphone input muted in Control Panel -> Hardware and Sound -> Adjust System Volume, or in your sound card’s own software?
