Phone and modem control panel cannot be opened

Hello,

I seen lots of other posts about this but it was closed with no responses. When I attempt to open the phone and modem option in control panel I get the following message "Phone and modem control panel can not be opened. You may have a problem starting telephony service."

So Far I've:

Ran SFC /Snannow

Checked if the following dependency services for Telephony are started.

·         Plug and play

·         Remote Procedure Call(RPC)

·         DCOM server Process launcher

·         Fax

·         Remote access Auto Connection Management 

·         Remote access connection manager

·         Internet Connection Sharing

·         Routing and remote access

·         Telephony

All Started but Remote access Auto Connection Management  that toss up a 0x80000048 Error that, After hours of searching the internet I've come up with nothing. 

So before I bring the server home for a rebuild. I thought I would try here one last time.
