Remove windows security update

Windows recently installed a security update on my desktop (security update for Microsoft .NET framework 4.5.2) that is not installed correctly and I believe is causing problems. Windows 7 on my desktop freezes upon reaching the starting windows screen. I would like to remove the security update to see if that remedies the issue but every time I try an error message appears saying the Uninstallation did not succeed. (Attempted removing it while in windows safe mode) Need help figuring out how to uninstall it. Appreciate any help.

EDIT:

Used system restore to get rid of the security update. Still having the freezing issue, not sure what else it could be...
