missing USB root hub driver Code 28

I have a Dell Inspiron 15R laptop running Windows 8.1 Connected to the laptop via USB is a Logitech Anywhere MX mouse,  2 x iTerabyte external drives and an Advent external hub with 8 ports, though only one of these is ever routinely used.

Following a recent automatic Windows upgrade (about three days ago), the mouse no longer works and we have no access to the external drives (they are no longer visible in 'network').

In Device Manager there is a small triangular symbol with a yellow background and an exclamation mark.  Clicking on that, we get a message our USB root hub driver(s) is /are missing.

We have been on the Dell and Intel support sites to attempt to install the latest drivers to see if this will rectify the issue but all to no avail.  We simply get messages saying our drivers are up to date and no fault has been found. Using the Windows 'Fix This Issue' option fails time and again.

I cannot see any way to send Microsoft a mail directly asking for their help, so we are stuck in limbo.  Would an upgrade to Windows 10 overcome this issue or make matters worse?

Any help would be greatly appreciated.  Many thanks.

Many thanks for taking the time and trouble to reply. My apologies for the delay in replying.  Hopefully my words below will explain why.

The problem was that after updates we suddenly lost the use of the Logitech Anywhere mx mouse, access to our two external drives (1 Terabyte each and access to our monochrome printer (HP). They became 'invisible'.

We tried both your suggested methods and the problem remained.  Regrettably.  My wife and I are not IT people but have a reasonable sense of how to track down these issues.  Our laptop is just under three years old and apart from the odd glitches here and there has worked pretty well with all the other components mentioned above.

Their invisibility seems to have coincided with  Windows (8.1) updates and Apple iTunes updates, the mouse failed to work immediately after the Apple update.  In my mind the problem seemed to be with Windows on the basis that the update was an operating system update whereas the Apple update for iTunes is a program specific update.  However, ruling nothing out, we discovered that in Device Manager our serial bus controller had been reconfigured at the precisely the time of the Apple update (the Windows update having happened the day before).  After much headscratching, we came across an option to perform a 'System Restore' function to the week before the updates to see if that would send our settings back to their earlier state. After 15 minutes the restore failed and told us nothing had changed. We then tried restoring to another earlier  week.  The function ran for about 50 minutes and then we got a screen message saying that, too, had failed.  I have to admit to a little bit of swearing. Anyway, restarting our laptop, we found that the mouse worked, the drives became 'visible' again, opened and closed correctly and voila everything seemed to be 'normal' again. Problem over! Without an real explanation as to how this had happened.

Except that now, Google(our default browser) wouldn't work....so no Internet access and no opportunity to reply to you earlier.  We tried turning off the firewall to see if that was blocking it - it wasn't.  Using Windows+C we went to the Control Panel and entered default browser and found Google Chrome.  There is an option to 'Get Google Back'.  Clicking on that, nothing happened. A little later, we tried it again and it restored Google! So now we appear to be up and running.  This all took a lot longer to accomplish than my words suggest.   I feel as if someone has backed into my car, driven off and left me with the inconvenience of getting it repaired and paying for the damage without ever knowing who was responsible!!  I haven't tested the printer yet but at least all the major issues are resolved.

I don't know if there is a moral to this story but perhaps one conclusion is to give a little more thought to allowing automatic updates....both for Windows and Apple, but for that I will have to polish the crystal ball.

I hope this will be helpful to anyone else grappling with similar issues.

    Follow the steps to run the troubleshooter:
