Windows Update Stuck at 0% - Error code 80246008

I have not been able to update my computer for numerous months now because I have not been able to figure out why Windows update will not work.  I finally was able to give me an error code while canceling it (because it didn't entirely "crash" my computer when I canceled it) and I looked that error code up. Thissaid to reactivate the BITS and Windows Event Log service, but while attempting to enable BITS it says:

Windows could not start the Background Intelligent Transfer Service on Local Computer. For more information, review the System Event Log (I have no idea where that is, honestly). If this is a non-Microsoft service, contact the service vendor, and refer to service-specific error code -2147024894.

I would assume that BITS being disabled would effect this entirely, because right in the description of the service it says:

Transfers files in the background using idle network bandwidth. If the service is disabled, then any applications that depend on BITS, such as Windows Update or MSN Explorer, will be unable to automatically download programs and other information.

    Appreciate the steps you have taken so far to fix this issue.

    When you stop or pause a managed Microsoft Windows service, and the process of stopping or pausing the service takes more time than the default configured time, you receive the following error message:

    Could not stop the**Windows service name service on Local Computer. 

    Error 1053: The service did not respond to the start or control request in a timely fashion.

    I suggest you to refer to the following article and check if it helps.

    This problem occurs because the Background Intelligent Transfer Service (BITS) state files might be corrupted.

    This stops the host process for Windows Services. This behavior prevents you from using BITS to transfer files.

    Let us follow the below steps, and check if it helps.

    1. Go to Control Panel -> Administrative Tools -> Services and scrolled down to the bottom to find the "Windows Update" service and stop it.
    2. **** Then restart it again and go back to Windows Update, it will show all the available current updates. You need to deselect all the updates and select just the first two and install it, it should install successfully (reboot required).
    3. After the reboot, chose two more and install them. Then chose 5 updates and install them. They should install successfully (reboot required).
    4. **** The reboot will take a long time. You may see "Configuring Windows updates" for about five minutes. After rebooting, select the remaining current updates, including an Optional driver update. They should install successfully as well (reboot required).
