error code 0x8E5E03F9 how do I fix it?

Question

When I run any of the diagnostic tools I get error code 0x8E5E03F9 how do I fix it?  I'm running Windows 7Pro Sp1 fresh install.  I can not burn any DVD or Blu-ray disc and am trying to figure out why.  I think this error code is part of my problem.

Did not work.  I formatted the hard drive and did a fresh install.  Fixed all the errors but still will not install updates.  I'm really starting to hate windows!
