In order to find the root cause of the issue, I would suggest you to try the following methods and check if the issue persists.
Method 1:
Clean boot the system and check if the startup error is prevented. If so, then follow the steps in the article below to eliminate the faulty third party service.
Placing your system in Clean Boot state helps in identifying if any third party applications or startup items are causing the issue. You need to follow the steps from the article mentioned below to perform a Clean Boot.

Note: Refer "How to reset the computer to start normally after clean boot troubleshooting" to reset the computer to start as normal after troubleshooting.
If the issue still persists, proceed to the next method.
Method 2:
Try to run a System File Checker (SFC) scan to check for any files corruption:
- Go to Start, click All Programs and open Accessories.
- Right click on Command Prompt in the Program list and then select Run as administrator. If you are prompted for an administrator password or for confirmation, type your password, or click OK, or else click Yes.
- In the Command Prompt, type the following command, and then press ENTER: sfc /scannow
