Upload folder is not writable

Hello,

Could some one please help me solve this problem that is killing me slowly! I am using Windows 8.1 pro in my machine/computer and I am also using it to design my website and friends website, but recently I ran into a problem with it! Two weeks ago I had my computer hard drive replaced and since then I have not been able to upload images to my upload folders. I have given the folders the right IIS_IUSER permissions but still I have not been able to upload files/images to folders when I try out my new designs!

I have used the following script below, which I found on Microsoft Community, but I still run into the same error message that states: "Upload folder is not writable"

I have used this script but I still have the same issue. icacls %systemdrive%\inetpub /grant  %userdomain%%username%:(OI)(CI)(F) /grant %userdomain%%username%:F
