Could not load the Remote Desktop Services Activex control. Make sure mstscax.dll is in the path. "Error status 0xc000012f"

when I try to open remote desktop I get this error:  C:\windows\system32\mstscax.dll is either not designed to run on windows or it contains an error. try installing the program again using the original installation media or contact your system administrator or the software vendor for support. Error status 0xc000012f. after which I get error: Could not load the Remote Desktop Services Activex control.  Make sure mstscax.dll is in the path.

I have run scans with eset, malwarebytes, emsisoft, and roguekiller. all clean. I also restored to 5 months earlier. When I check properties on c:\windows\system32\mstscax.dll the details page is almost empty.

Not sure where to head next.

    completed suggestions, no change. I did also do a sfc and log shows hash mismatch on mstscax.dll.
